More Cold War

 Economic skirmishing is a fundamental component of cold wars, if not the defining characteristic. In this regard, the Cold War between the US and USSR was very much economic in fact, although more one-sided as the US was not reliant on Soviet technology for its advanced weapons systems. The weapons of art in this conflict were export controls.

Apart from your assigned reading, you may want to skim the following. Førland nicely canvases the main themes of export controls as the weapons of choice, by denying material advantage through technology controls. Over time, however, we see that this model is unsustainable, as the technologies evolve and free trade becomes a more prominent part of international relations.
